CROMTEC.AI
Governed AI for Decision Intelligence
CROMTEC.AI makes critical decisions measurable, traceable, and defensible. We partner with healthcare, defense, industrial, and senior care organizations to build AI that governs itself — every decision auditable, every outcome attributable.
We are not a software vendor. We are a governed AI consulting firm — enterprise-grade strategy combined with production AI infrastructure, built for industries where errors carry real consequences.
Institutional Alignment
ATLAS incorporates licensed NASA Earth science methodologies (ERI/HEHI) developed at Goddard Space Flight Center — applied to human biomarker and environmental intelligence.
Awarded the Berg Innovation Award by Mayo Clinic. Currently in a 120-day clinical validation program to validate ATLAS decision intelligence methodology.
Leadership
The Team
LTG (Ret.) R. Scott Dingle
Board Chairman
45th Surgeon General of the United States Army and Commanding General, U.S. Army Medical Command (MEDCOM) — the Army's enterprise responsible for delivering healthcare to over 1.5 million active duty soldiers, retirees, and dependents worldwide, managing readiness from the foxhole to the fixed facility. Under his command, MEDCOM led Operation Warp Speed medical coordination, deployed field hospitals nationally during COVID-19, and sustained force health protection across all active theaters. The institutional anchor for Cromtec's government and defense health engagements.
CSM (Ret.) Diamond D. Hough
President & Chief Strategy Officer
Command Sergeant Major of U.S. Army Medical Command — the highest-ranking enlisted leader in Army Medicine. Career spanning combat deployments, MASH and combat support hospitals, G3 Operations across Europe Regional Medical Command. Inducted into the Sergeant Audie Murphy Club and the Order of Medical Military Merit. Master's Degree in Leadership Studies, Lean Six Sigma Black Belt. First named inventor on provisional patent TPP96862.
Dr. Swinburne A.J. Augustine, Ph.D.
Chief Science Officer & AI Governance Authority
EPA Research Microbiologist and Immunologist whose career spans U.S. Army service, federal environmental science, and biomarker research. At the EPA, developed rapid multiplexed immunoassays using antibodies in human saliva to measure human exposure to airborne, food-borne, and waterborne environmental pathogens — the foundational science behind ATLAS-H's Environmental Risk Index. Ph.D. in Biomedical Sciences from Meharry Medical College. At Cromtec, serves as AI Governance Authority — no model, agent, or prompt enters build phase without his approval.

Intellectual Property
Our IP Portfolio
Cromtec's technology moat is built on licensed federal research and proprietary governance architecture — not off-the-shelf models.
NASA Technology License
ERI / HEHI Methodology · Goddard Space Flight Center
CROMTEC.AI holds a formal technology license from NASA for the Environmental Readiness Index (ERI) and Human Environmental Health Index (HEHI) methodologies. Originally developed for satellite-based Earth science, these frameworks are applied within ATLAS to integrate environmental exposure data with human biomarker signals — producing governed readiness and health intelligence assessments unavailable from any other commercial AI provider.
Provisional Patent
Decision Intelligence Governance System
Cromtec filed provisional patent TPP96862 in February 2026, establishing IP priority on the ATLAS decision intelligence governance architecture. Troy Cromwell, Founder & CEO, is the first named inventor. The provisional filing establishes a priority date while the full utility patent application is prepared.
