The D1 Diagnostic maps the decision environment with precision: who makes decisions, what data informs them, where governance gaps create exposure, and what the measurable cost of ungoverned decision-making is today. The output is a formal Process Intelligence Brief — the document that defines scope, investment, timeline, and the Statement of Work for the engagement.

Governance Design

D2 produces the Governance Design Specification: the complete blueprint for the client's ATLAS implementation. Data pipelines. Authority routing. Confidence thresholds. Escalation logic. Compliance mappings. Every governance workflow is designed to the client's specific operating environment — not templated from a library. The Client Portal goes live in D2, giving stakeholders continuous visibility from day one.

Implementation
Build, deploy, integrate, train. No black boxes.
D3 is execution. Cromtec builds the ATLAS application to the D2 specification, integrates with the client's data environment, deploys governance receipt infrastructure, and trains the team. Every phase is visible in the Client Portal. Every decision made during implementation produces a receipt. The PDIO framework governs the build — the same way it will govern the client's decisions in production.
